Known Issues with SMSIVR Billing

SMSIVR Billing Issues

Services on Non-geographic numbers or Voice Short Codes can use the SMSIVR billing service to charge the end user via reverse billed SMS messages. There are several different possibilities of failures for the SMSIVR Billing System, including:


  • If the end user is calling from a fixed line.

    Users cannot access an SMSIVR Billing Service from a fixed line, only from a mobile phone.

  • If the end user has the CLI (Calling Line Identification) withheld.

    Users need to disable the CLI withheld on their handset before being able to access the service.

  • If the end user is on a particular network for which the IVR Service is barred.

    When setting up an MX Telecom IVR Service, end users on particular networks can be barred from accessing the service. For example, outpayments on Virgin Mobile are much lower than for the four main UK networks, so service providers can bar end users on this network from being able to access the service.

In each of the failure cases above, a message is played when the user calls the service, informing them of the reason that they cannot access the service.

Use of delivery reports to check end users can be billed via SMS

Delivery reports of SMS messages can be used to check whether the end user has enough credit for the call on their mobile phone.

For example, at the start of the call, the user is sent a reverse billed message. If a delivery report for this SMS message is received within, for example, the first 30 seconds of the call, then the user is known to have credit on their handset and can therefore be billed for the rest of the call/minute. If a delivery report is not received, indicating that the end user does not have enough credit to be billed, then they are cut off.

Use of delivery reports to check whether an end user has credit on their phone can be set to be either on or off.

If this feature is switched on and, for some reason other than the end user having no credit on their phone the delivery report is not received in time (i.e. due to a network delay in passing a delivery report back), then the user will still be cut off from the call.

However, if the delivery report checking feature is switched off and a user calls in with insufficient credit on their phone, they will receive the service or part of the service for free. (Although, if a user's credit runs out during a call, they will also be cut off from the voice call itself).
